You know, I think you're right about Dave's policy on this. I missed it, but the v1.5 document changes, and now uses the words "You would then need to contact us to GET a new fully programmed PIC chip..." The v1.4 document that I was remembering said, "You would then need to contact us to BUY a new fully programmed PIC chip..."
