Any sound editor should work, a decent free one is Audacity http://audacity.sourceforge.net, at which point it's just a matter of finding good source material. Open your file and zoom in until you start seeing tiny boxes. Each box denotes 1 sample. Find a section you like, and cut out a 128 sample section of it (this is a very short period of time, and will sound like a click unless you enable looping of the section)
