Yes. If you push a key on a synthesizer with keyboard, a "note on" message is generated. Note on means: trigger all envelopes. It's similar with the Evolvers step sequencer. Every step generates a note on message. Actually you can't say that a certain row of the stepsequencer is responsible for the note on messages, it's the nature of a step sequencer to do this ;) Because sequencer line 1 is used for off steps, breaks and resets too, it's just helpful to regard it as the note generator.
