Another solution that is cross platform is Bidule - it is in beta, and there should be a free download of it. It's very easy to set this up in Bidule. And if you prefer hardware solutions you might check out the Midi Solutions Event Processor http://www.midisolutions.com/prodevp.htm (Disclaimer: I have not used this device, but have contemplated purchasing it)
