A linear regulator works kinda like an automatically adjusted resistor that changes value according to the current draw you have, giving you the target voltage under whatever the load conditions are. LM7812 would do exactly what you want. Or get a switchmode DC-DC converter regulator... that will waste much less power. there's ones you can get that are prebuilt for general use, and even fit the basic footprint of a linear regulator...
