it's the MIDI recieve indicator. Check page 7 of the manual (well, page 7 of my 2.02 manual at any rate!) :-) "Note - the right decimal point in the display flashes whenever anything comes in MIDI input jack. Note that it flashes even when MIDI input is disabled." if it's flashing steadily, very very fast (almost too fast to see it's actually flashing) then chances are it's recieving a MIDI clock signal, which would mean it's flashing at 24ppqn of whatever tempo of whatever's sending the clock data.
