Maybe you should check first if there isn't a kind of midi filtering in your PC system. Or you can connect the PEKs midi In and Out with a cable, thus eliminating all influences of external interface and Cubase, switch it to local off and then check if there are volume differences in comparison to local on mode without cable. I know that this is difficult to judge because you need to hit identic velocity values during playing. I hardly can imagine that there's a reason for this inside the PEK, more likely in the external midi chain. If a PEK and PER are chained for more polyphony they communicate via midi too and normally there are no volume differences between the units. Another possibility could be in the global parameters. I don't have them in mind atm, maybe you can check if there are midi parameters switched off that could influence the reacting on external midi.
