There may or may not be an actual bug, but Ravi makes a good point. In addition to the VCA velocity setting, there are quite a few other parameters that could be modulating (i.e. raising) the VCA level. Also keep in mind that even if the initial VCA level and the VCA Envelope sustain level are both set to zero, the Envelope IS still going to be triggered by every "note on" message. Theoretically, that situation should still result in absolute silence, but in practice, you might hear a little low level noise or glitch, especially with analog circuits.
