Hello, the solution that Dave Smith e-mailed me in regard to the 
bank select problem via MIDI sysex is to use a regular MIDI bank 
change command: B0 20 {bank}. So just change the parameters by first 
putting the PC1600 on PRESET 12 "Evolver Main", then 
selecting "edit", then fader 2 and then put in the following 
parameters: 


  Function: String 
  String: B0 20 pr
  Min: 0  Max: 3 
  Parameter Format: Single Byte

This should get you going.
