"all notes off" problem

I was just starting to get excited about a new gear configuration where my juno106 controls my evolver... but the envelopes were acting weird and I realized:: the juno sends midi cc#123 "all notes off" any time you release the last held key!! The effect on the evolver seems to be that once envelopes enter the release phase, the pitch drops down to a low tone, always the same low tone. Any suggestions on how I can solve/work around this problem?
