I had the very same problem with my DTXV2. 9 and 10 seemed to be linked together and whenever I'd change the voice using VOICE menu for 9; 10 was also changing. I later found out that I needed to change the assigned note number using TRIGGER menu and that fixed the problem. Apparently it wasn't a problem, but just a weird feature :) I don't know if that applies to DTXpress as well, but it's worth checking.
