Life really sucks when the neighbors complain about a digital set :)

Yes - it's the kick usually but if your apartment has thin
wall or little carpet padding everything travels through the
concrete.

You should be able to bang the crap out of your drums til the wee hours.

My solution was to buy a house. Besides that i'm no help but i do feel
your pain ;)
