You need to adjust the "specific rejection" settings. See messages 
2366 and 2931 here from the estimable Walt and Ed (respectively) for 
more detail.

If I read your message right, I think you mean a hi-hat accent. 
Rather than playing on the closed hi-hat (a "tick" noise), you open 
the hi-hat (raise the pedal) just before the stick stroke. You'll 
get the open hi-hat sound ("pssshhhhhh"), and then close the pedal 
quickly. The open sound will choke off to the closed "snick". Timing 
is everything, and it'll need practise to get it right.
