I'm not sure if this is what moose it talking about, but what about one of those badges you would place on a real acoustic head? I think are meant for practicing quitely but with an electronic pad you can adjust the gain and sensitivity to obtain a comfortable striking strength, maybe even with one of those badges. Ok I looked them up at musiciansfriend.com and they by slug percussion and are meant to protect your head, hmmm, so maybe this would work if we could find the appropiate size.
