Have you had any luck in fixing the problem yet? 

I took one of my HH65 apart and posted photos in the photo gallery.

It appears that the footsplash and footstomp are only activated by 
the end ridge on the bottom of the curved rubber pad. Check to see if 
something has gotten in the way of the rubber pad that would keep it 
from going all the way down.
