In most cities here in the U.S. there noise laws that allow a certain level
of "noise" between certain times of the day and even some "off-hours"
special occasion noises. But I am certain if I were to snubbed my nose up at
the neighbors and play whenever I can legally play my drums without regard
to them there would be consequences. If they were to see someone breaking
into my home and stealing my drums (or other items), I doubt they would be
helpful and call the police and report it. Good friends and neighbors would
report it, strangers would not.

Plus what about when you have a late summer party with friends that run past
8 pm.

I live in the area of the U.S. that was just hit by the hurricane Isabel. 95
percent of the people in my area lost power, phone service and water had to
be boiled. Some will be out of power for another month. All of the food in
our refrigerators had to be throw out and gasoline was extremely scarce the
past few days. The neighbors that have become my friends to a point where I
can play my drums night or day are the same friends that pulled together to
get through the disaster of this hurricane.
