Winamp 2 can play ogg files nicely (i don't know about winamp3). ogg-endoded files are of better quality than the very popular mp3. And I use ogg because, as they say on their site, Ogg Vorbis is a completely open, patent-free, professional audio encoding and streaming technology with all the benefits of Open Source. Don't be afraid. Download winamp, don't trust microsoft as if they were the only systems provider of the whole world. I tell you, microsoft has never invented anything. The only thing that microsoft wants is to make impossible to think of alternate technologies. And I don't use windows (i use linux), and I don't have a wma encoder. Please, don't ban something without doing a minimum research. There are many free ogg players out there you can download.
