On the HH65 the adjustment is for the slop factor at the top of the stroke. By setting it at the highest setting, you will need to push down farther before any contact is made with the rubber pad that triggers the first stage of partially closed sound. This allows you to put a slight amount weigh/movement on the pedal without triggering the voice. By setting it at the lowest setting, minimal contact will start to trigger the first stage of a partially closed sound. You can see the L-bracket from the photos in the gallery section here, which is what is being adjusted. I would assume that the HH-60 would function very similarly.
