I had something similar happen to me a few days ago. If you are running XP make sure you actually unzip the package into a directory - don't just open the zip and try and run it from that folder. To put it another way, XP has this built in ZIP stuff that integrates the ZIP folder into Explorer - don't use that. Make sure you physically unzip it somewhere and run it from there.
