Why aren't the snare & kick standardized for midi drum mapping?

Why aren't the snare & kick standardized for midi drum mapping?

I was told that the kick is normally on C1, but the DTXpress III's
kick is on AO, and the snare is on GO...
I use Cubase VST 32/5.1 and in my Cubase Drum Map Editor, most
everything in the DTXpress is on the proper names in the list, except
for the kick & snare are way down lower in the list, which are not
labled for kick and snare. The Cubase drum map has them at the 1st few
listings, but when I record midi, they land as I said toward the
bottom of the list.

I'm in the proccess of making my own drum maps for my 3 different drum
trigger modules, and I had looked in the DTXpress manual to see if I
can change this from my module, but the drum map section is confusing
in the manual..I saw no mention in the manual about the letterings
such as C1, etc...
