I wonder why it's hard to get in the Netherlands.  Even WalMart carries it in the U.S.

The first thing I wonder about is what the other 15% is.  Assuming it's water, then I'd assume that you'd have to treat the 85% Glycerol as just that -- 85% glycerol and 15% water -- and adjust the mixing as appropriate.
