A 12"compound slide mitre saw may help but depending on the diameter of the paper roll. 100ft paper roll is hard to deal with but 40ft may be possible. Need to choose the right (finer) saw blade too. Matte paper is easier to cut than glossy paper. Plastic paper like inkjet white film is hard to cut using a saw but easy to cut using a knife.
