Therefore I use the GG-to-QTR.tif Curve Layer file supplied by Paul Roarke as a final step before printing. But now that QTR accepts jpg files should I convert the GG-to-QTR.tif file to jpg and continue printing with the same workflow as before, as in the preceding version of QTR?

I think the answer is that you still need the curve. I assume QTR prints its straight line response with Jpegs just like Tiff files. When I convert a gray gamma 2.2 tiff to a jpeg, it stays gray gamma 2.2. I'd check the working space of the jpeg.
