Digital BW, The Print

When my order didn't arrive after several weeks, the L.  I. charge was on 
my credit card bill.  When I phoned LI, the  woman said they didn't have the 
mattes I ordered, but I was charged anyway,  because "that's the way they do 
it."   
No other vendor seems to have pre-cut 8 ply mats 22x28" for a 16x20  print.
 
In visiting many photography exhibitions, I'm seeing a  trend toward  
unmatted  framed photographs. I wonder if this is  an esthetic choice or has the 
cost of mattes made mounting an exhibition too  costly?
