IMHO the "BEST" you can get is a twin rail ROTATRIM..

Here it is at B&H..Mine is over 30 years old, and cuts as "NEW"!!

  the better guillotine styles some years back, but with heaver paper the pull
  moved things around, so cuts were not straight. I have to cut out multiple
  prints from heavier paper (Exhibition Fiber) ... so will I be better off
  doing this by hand with a really sharp X-ACTO and straight edge or is there
  something really reliable now?
