I agree, why so big?  What does anyone do with a bunch of prints in tubes?
They're a pain in the neck to handle and display.  I would put the lower
limit at 8 in.  paper size. (1) the majority don't have 13 in. printers (2)
a means of scanning large negs at high enough rez to do a decent print (3)
use 35mm format that looks better at smaller image sizes.
