I have a 1430 (upgraded from a 1400) and I can suggest a couple of things
and clear up a couple:

 

1. Shorting the two contacts will NOT reset the cart.

2. There is no way to tell the printer to not check the ink levels.

 

Check the chip on your cart to see what version it is. On my carts 'V6.0'
appears at the top left. It's my understanding that this is the latest
series chip for the 1400/1430/??? Series printers and on my 1430 this chip
is recognized as being genuine Epson.

 

These chips keep track of the ink in the cart by counting head shots which
is very inaccurate and which is probably by design. In my experience when a
cart is indicated as being low there is about 1-2 ccs of ink remaining. My
procedure is that when a cart is indicated as needing replacement I remove
the cart, refill it using my trusty syringe, and replace it. When the chip
thinks that the remaining ink is less than 10%, refilling and returning the
cart to the printer causes a reset to full.

I can add to my list of things that don't work:

- grounding the two round contacts on the cartridge to 'reset' it

- changing the printer settings to disable advanced printing features; this
was as close as I could come to finding a magical setting that tells the
printer not to check the ink levels

I don't know what to do with this thing. It just won't recognize a 3rd party
cartridge in the black position.

that the issue is not the black cartridge or chip - but then, what is it?
