Frankly, I'd recommend the following base:

This is the generic base that works best in the 1400 with normal inkjet
papers.

If you go to Arches watercolor paper with the 1400, this is the best:

Yes, and it's very cost effective.  See
http://www.paulroark.com/BW-Info/Ink-Mixing.pdf at page 5.  In Europe you
might be able to only get Photo Flo 600.  It works well.  The Edwal might
be hard to get.  If you can get BASF Plurafac S305 LF, use that mixed with
15% isopropyl alcohol to make an equivalent surfactant.
