What paper are you using?

Usually white spots are the result of paper dust on the paper prior to
printing which then fall off once the print is dry. Hahnemuhle William
Turner paper is known to do this but brushing the paper before printing on
it solves the problem.

Check to see if your printer is clean. If it has a lot of paper dust, this
could be the source of your problem.
