Try to find a local photo enthusiast club and explain the situation. You might find that either the club or one of the members has a capable printer and agrees on a low price to print for you for the time being. It may solve the printer maintenance and paper purchase issues too. The only con is lots of advices on anything you do in the process given by older members of that club. There might be more than that, you are in France.Postpone purchases till you have VAT registration and proper bookkeeping, it will save you about 20% on the price in France I guess. So, I am here on this site asking if anyone has a used Epson pigment printer that works fine but is willing to donate to a poor ex-pat artist? As I mentioned above, a small format printer will be fine for now. I plan to buy, maybe the 4900 but right now, I plan to print A4..
And if you can not donate, if you have a suggestion of where I can find a used one inexpensively in France? I have to admit, I have not researched that yet.

BTW, keep an eye on the Epson P800 instead of the 4900, it will withstand intermittent use longer. The 4900 is a production machine and needs volume to survive.
