Daniel,
With these sort of things there is the right way, the wrong way, and your way.
Here is my way.
1. lay the over-mat and mount board edge to edge.
2. Cut three inch strips of tape as needed. Shorter pieces are better than
one long piece. The tape doesn't need to go the full length IMO.
3. thoroughly wet the glue with a sponge - don't get the outside wet or it
will shrink unevenly when it dries.
4. when the glue is tacky press it in place.
5. burnish the tape with your finger or a dry cloth until it doesn't lift up.
6. fold the over-mat closed and weight it for a few minutes until the glue sets.
Another thing to consider is to not mount the print until the over-mat is
attached. This makes it easier to position the print in the window.
