There are numerous $80ish 640x480 cameras out there - fixed focus, low-res, limited to builtin storage - they're fine for what they are, but in my opinion really not worth the cash. Anything that accepts flash storage will run you _minimum_ of $200 plus storage cards - more than I'd want to hand to even the best-behaved and most-responsible 15-year-old. I think you're better off giving her a small 35 or APS camera and a bunch of film, and scanning the best images for her. (Or processing them onto PictureCDs)
