You cannot use Cheap and Archival in the Same Sentence. Honest! Try Epson Archival Matte, it's as close as you'll come with all your requirements. It's now sold as "Enhanced Matte", or is it "Endurance Matte?". I've never had any inks fade in the 4 years I've been using it. (under normal room lighting conditions).
