That was what was happening to me. I had 3 defective CIS cartridges in a
row.  After filling the tube, the ink backed up when I filled the next
color. Indicates a collapse in the cartridge wall, and it won't hold a
vacuum, so no, it is not normal. I finally got lucky on the fourth
cartridge, and everything is working fine now.

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
