Well, yeah, you can cut some costs, but expect some more labor or
"hunting" to do so.  Depending on how many pieces you want to frame, you
can buy Foamcore by the case from a wholesaler (who sells to picture
framers) for about $2.50-3.00 a sheet, acid free FoamCore for about
$3.50-4.50 a sheet.  Regular sheets are 40x32, but they make 40x60 and
48x96 too.
 
Matboards will be somewhat cheaper too, around $6-9 a piece for alpha,
rag or museum boards.  Glass can be bought by the case and you can cut
it yourself.  Framers glass (regular) is about $35-$40 for a 50 square
foot box.  Your linen tape usage seems excessive and looks very
expensive (Lineco ???) and I would recommend getting a long long roll
from a framing supply company.  300 yards for about $20, Acid Free and
gummed.  I never use that much linen tape in a frame anyway, maybe 2
feet in total max, usually less.  All tabbed and hinged, never whole
runs.
 
So to cut a long story short, your linen tape usage and the glass seems
to be where you can safe a lot.  Then nibble on the other elements.
 
Now if you were to sell this, and could get a good price for it, then
the material cost may not be all that "material." :-)
 
Try United Manufacturing Supply or M&M (East Coast) for framing
supplies, and hit Google.  You will have to present yourself as a frame
shop to get an account, and they have minimum orders usually around
$25-$50.  A framing supply wholesaler nearby maybe a good bet for boards
and glass, since that stuff is not easily shipped.

Thanks to everyone who made suggestions on what to sign ETFA with.  A 2B
pencil worked great.

I'm done matting and framing it and now I have another question.  I have
about $80 into this and I was wondering if that seems reasonable for a
40x16
or if I can cut some costs next time around.

linen tape 56 inches: $2.24
ETFA paper: 432 sq inches: $4.11
