Have you tried 7dayshop.com?  It's an outfit based in the Channel 
Islands.  They sell 100 sheets A4 for £17.95, free shipping to the UK 
(and possibly to Spain).  They get around import duties by keeping 
the value of each package they send to below £18.  If it goes above 
that, they pay the duty for you!  Customer service is great too.
