Doug, If I pulled, say 40 CCs of ink or so through the bottom of the CIS
cartridges to get them filled with ink, would that work? I got another
bad batch of carts (Third one in a row), that won't hold a vacuum.

If you fill the cartridges this way, there probably won't be a true
vacuum in there, but the carts will certainly be saturated with ink. 
Would you HAVE to have a vacuum?
