I had a similar instance of banding with the same printer and it turned out to be one of the chambers was not full of ink, but rather full of foam. I sucked as much of the ink and foam out and put it back into the proper bottle of ink and then I went to the kitchen sink and simply injected water till it ran out of the cartridge clear. Then I taped over the air vent holes with electrical tape and used a large syringe to suck out any remaining foam or water. After refilling the cartridge with ink; which this time was all ink in the cartridge and not any foam; and have been printing all day today. Possibly one of your cartridges has accumulated too much foam. I don't know if this is a problem with CIS setups or not, but just and idea.
