You are right - the Eurozone UNDERCOUNTS it.   If Germany and France 
if a student graduates from college and can't find a job and is 
given a stipend to live on and take a few more courses he's counted 
as a 'student', not as unemployed, even if he's not full-time.  In 
the US that person would be counted as unemployed and on welfare.
