Mayer rod...not Meyer.

There is considerable information in the archives on coating...including
suppliers for Mayer rods...and the use of Hydrocote (particularly see Paul
Roark's entries on this product).  Search under coatings, hydrocote, mayer
rod, etc.

Yes we use them on prints made with pigmented inks on matte papers.  In
addition to protecting the prints from abrasion, they add gloss and dmax.
The final results can be similar to fiber-based gloss silver prints in terms
of surface, gloss and dmax.
