I don't think you can move them  around but you could delete those you do
not wish in the set and then save your custom brushes (that you have left in
the brush pallet) as your own set.  Call your set up using the little arrow
button on the right of the brush pallete... add to your set or replace it
when necessary.

That does not answer your question I'm afraid.
