I had PhotoImpact as my first editor, and I still use it for prepping web material. It is very capable and versatile (though it doesn'r have real color-management) but it is NOT quick & easy to learn if you don't already have a basic grounding in photo-editor operation & concepts. Paint Shop Pro is another on a similar price/learning curve level. Some of the freeware viewers have basic photo-editing capabilties also: Slowview comes to mind, available at www.webattack.com and other shareware sites.
