ICC profiles are usually made with expensive hardware/software.  That's why the going price is usually high.  However, I have seen, and actually downloaded one sometime ago, software packages that will let one maniputlate the profiles from the keyboard/mouse.  I ended up not trying it because I went with Imageprint.  The one person that I have talked to that has done this says that it is not too difficult.  I would note that he was printing only b&w.  I suspect that color profiles might be a bigger problem.  I say this because the size of the Imageprint profiles.  A gray profile is 9k bytes, a color profile is 772k bytes.  
 
Not considering drivers, the work you turn out with curves is probably just as effective as what could be done using an ICC profile.  The main difference is having to apply the curves to each image, instead of at the printer/driver level.  The other side of that is that one can work with/change the curves easily.  The ICC profiles, for 99.99% of us are not so intuitive under any conditions.

I must admit to being rather clueless when it comes to ICC profiles.  I
guess I assumed that sophisticated profiling hardware and software were
usually used to make these.  Can it be done manually within Photoshop?
