You don't say whether you're up-sampling or down-sampling but, in general, Bicubic should be used. In PS 8 (CS), we have two new choices: Bicubic Smoother and Bicubic Sharper. According to Adobe and others who should know, the former should be used for up-sampling, and the latter for down-sampling. I recently used Bicubic Sharper in PS CS to down-sample an 8x10 image file to approx A3 size and it seemed to work well. I was very pleased with the results.

If you're need is primarily for up-sampling, I'd highly recommend Fred Miranda's SIpro plugin at www.fredmiranda.com. SIpro performs upsampling in small increments and, in my testing, did a better job then Genuine Fractals until GF 3.0. GF seems to do a slightly better job, now, but I wouldn't spend the bucks unless I was looking at an upgrade to a version I already owned.
