Otherwise, I have no idea why you cannot access the file.

I have tried it and accessed it multiple times. I have logged out of 
Yahoo! and gotten the message to login and then was taken to the 
file. 

It is there and it is accessible, if you know how to handle a URL 
that Yahoo! Groups has broken across multiple lines in a message.
