If you've tried pushing it through, did you also suck it back through the head? Try that: gently push it through, and then pull it back until you get air in the syringe. Dump the windex, reload, repeat the process several times, and when you're ready to test, put clean windex in it and leave it in until the cleaning cycles flush it out and pull fresh ink in the head.
