Good luck in getting that done (whether or not it gets fixed depends on how many people complain and/or how vigilant the ISP is about verifying that all routing works). If your ISP provides proxy servers for Web surfing, you could try going through those, although there's a good chance that they won't work, either. It's possible that the ISP is blocking all traffic from certain parts of the world. Some ISPs do this to stall spam, in the somewhat brain-dead belief that everything that comes from, say, Singapore can only be spam and nothing else.
