That's because of the need to hold the paper firmly while printing on it.
There's an option somewhere in the driver for centering it, but it doesn't
guarantee that you won't get a bit of banding on the end where the margin is
reduced, because it can't guarantee that the paper won't move a bit while
that end is being printed.
