Photoflo is a surfactant, one constituant of most dishwashing concoctions. = In other words as you say it reduces surface tension, but it does not necessarily dissolve= greases etc. Might or not. So use film cleaner for anything other than JUST water spots. and there sh= ould be no streaks after the film cleaner. If there are, either not enough was used (= too much goop to cleaner) or the applicator (Qtip, tissue or whatever0 was not clean. Yes, I too have had streaks at first, but then I did it again right.
