This probably has a lot to do with the folks in Washington at the time, considering that Reagan died last year, well into his 90's, in the early 1980's he would have been past 70, most of his closest advisors would have been older as well, so they personally unlikely understood the metric paper sizes, so they adopted what they knew, which was inches. If the proposers would have presented the metric A4 size as 8 1/4 x 11 11/16ths they probably would have adopted it. W
